Our client requires the services of a Senior Consultant, to l ead and operate the I&IT Program Management Office.

Required qualifications and experience:

Experience: 20 years minimum

University degree in one of Computer Science, Engineering or Business Administration. Technical qualification in project management (PgMP, PM Masters, PMP or PRINCE2 Practitioner certification) is required.

MBA or an accounting designation would be an asset. Additional certification in CGEIT (Certificate in the Governance of Enterprise IT), CMMi, ITIL, or other IT-related discipline would be an asset.

15+ years of overall IT experience working in a technical environment in a banking, telecom, major retail, or provincial/federal government at the most senior levels. Experience must include setting up and running two enterprise level IT Project Management Offices in a mid- to large-sized firm (Setting up and running a Program Management Office for a $100 million initiative may be substituted for one enterprise PMO leadership role). Minimum of 5+ years of hands-on IT project management in a mid- to large-sized company, leading enterprise projects or programs over $30 million.

Demonstrated technical leadership in IT Project Management experience essential. Has implemented and maintained project management tools and templates in support of a PM methodology, including project planning and scheduling tools, and tools or templates for risk and issue management, status reporting, change control, and launch and gating deliverables.

Successfully developed and implemented a consistent and standardized I&IT project management methodology including defining standards and guidelines for project management and reporting based on best practices. Experience with one or more Project Management methodologies and the SDLCs.

Leading projects to implement enterprise programs such as Accounting Systems, Human Resource Systems, Datawarehouse, Business Intelligence Analytics, Customer Relationship Management, E-mail and Document Management Systems, Data Centres, Cloud Computing, Digital Content Management Frameworks, Corporate Web Intranets, and Portals Methodologies

Experience with enterprise IT organizations that support multiple business teams that compete for IT resources. Has operated a program and project governance framework and overseen project gating. Has demonstrated capabilities to ensure proper approval process, methods, standards and project management best practices are consistently applied and tracked. Has applied effective governance for externally managed I&IT projects.

Knowledge and understanding of enterprise project management and collaboration tools such as MSFT Project Server, Clarity, Ecosys Enterprise, Aconex an asset.

Experience with the implementation of the above tools in an enterprise PMO or on a large program is also an asset.

Executive level communications, including negotiations, consensus and relationship-building, and presentations.

Demonstrated integrity while working within a professional public sector environment.

Vendor management, with a solid understanding of both the contractual and deal construction associated with strategic and external third party relationships.
