Description
Spring Technology currenlty require an SC cleared Finance Manager for our Central Government client based in London.
The post holder will lead and deliver work to support the creation of the Financial section of the Outline Business Case. This will build on the existing Interim Outline Business Case. To do this successfully the post holder must engage with the delivery and commercial teams to obtain a good understanding of scope, timelines and commercial issues. This needs to be interpreted into a financial model (Excel) that has clarity and flexibility without over-use of complex Excel tools. The data needs to flow into clear tables and importantly, the narrative that the post holder will draft for the OBC needs to be authoritative, comprehensive and clear.
Key Tasks-
*Leading on creation of a template financial model to support the new procurement
*Leading on creating an evaluation template
*Leading on evaluating bidder submissions from a financial perspective
*Close support to commercial on negotiations with the suppliers
*Leading on the preparation of the finance section of an Outline and Full Business case to allow the programme to award to the recommended supplier
*Supporting the creation of the Benefits case
*Modelling scenarios
*Leading on the management of financial risks
*Managing a two person Contract Finance function
*Liaising with suppliers, raising queries and requesting information
*Presentation of complex financial information to stakeholders
*Driving value for money
ESSENTIAL
*Experience of Finance work in a programme or project environment
*Advanced excel skills
*Experience of dealing with commercial issues
DESIRABLE
*Working knowledge of the Treasury Green Book and preparation of Business Cases for Central Government
*Oracle/Adelphi accounting system exposure
