Spring Technology are looking for a Procurement Lead for our public sector client based in London.
The role holder will be responsible for leading the delivery of the commercial and procurement aspects of the next Greater Anglia franchise in accordance with the project's objectives and timetable.
Key Tasks:
1. To provide specialist commercial and procurement skills and expertise to the projects' Senior Responsible Owner (SRO) and Head of Procurement to a high standard and on a timely basis, co-ordinating and leading the relevant expertise within the team.
2. To own the project's commercial strategy ensuring that the commercial proposition is marketable, affordable and compliant with the specification set by the SRO, including providing advice on the commercial issues relating to the proposed specification, marketability and contract duration.
3. Lead the procurement process, being accountable for production and implementation of the accreditation of bidders, Invitation To Tender (ITT), bidder clarification Q & As, bid evaluation and clarification, negotiation and presentation of outcome for decision for award.
4. Develop and lead the negotiating strategy, identifying, managing and mitigating risks to ensure delivery within time, cost budget and specification constraints in accordance with the Department's Corporate Governance and procurement process requirements.
5. Lead relationships with bidders ensuring they receive clear and consistent communications and that the propriety of the procurement process is maintained. Act as focal point for all communications with bidders. Provide feedback to successful and unsuccessful bidders.
Experience Required:
The role holder shall be able to clearly demonstrate procurement experience on a range of large and complex transactions, including but not limited to:
* Leading the formulation and development of bespoke, complex, outcome based contracts, including appropriate payment and performance mechanisms;
* Market building - the ability to understand the market and ensure that sufficient interest is generated to promote an effective competition for the project to achieve value for money for the Department;
* Leading the development of detailed and bespoke contract documentation, managing internal and external legal and transport planning advisors, and other specialists and stakeholders as required;
* Management of complex bid assessment processes, including the application of organisational and EU Procurement regulations to ensure fair and equitable treatment of bidders and a robust process and outcome;
* Leading the planning and management of complex negotiations with one or more bidders, ensuring that the project timetable is achieved;
* Ensuring the application of organisational procurement governance and project approval processes;
* Leading the successful presentation of negotiation outcomes to organisations' most senior approval committees
