Minimum Qualifications

  • Bachelor's or Master's Degree in Computer Science, Information Systems, Information Security or other related field or equivalent work experience
  • 7+ years of IT work experience in infrastructure/systems environments performing systems planning, architecture design, software engineering and configuration, and optimization
  • 4+ years experience architecting and/or implementing enterprise level web based Single Sign On solutions involving multiple, disparate domains and applications.
  • 3+ years of experience developing and documenting the framework for integration and implementation of technical architecture and standards, including multi tiered security models into a web based SSO solution
  • 2+ years of experience with the following Microsoft SSO technology components:
    o Active Directory Domain Services (ADDS),
    o Active Directory Federation Services (ADFS),
    o Forefront Identity Manager (FIM), and
    o SQLServer
  • Experience implementing SSO security policies and procedures (ie, user log on and authentication rules).
  • Experience integrating non Microsoft security and/or network components into the SSO environment
  • Technical knowledge of web, Client Server, network topology, and network infrastructure
  • Experience providing technical guidance to project team on SSO implementation and integration
  • Experience implementing and/or supporting virtual Servers (ie MS Virtual Server, VMware, etc.)
  • Experience with projects in a program environment (ie, multiple interrelated and coordinated projects) led by a Program Manager
  • Demonstrated experience facilitating business and technical analysis meetings
  • Demonstrated experience with large scale implementation projects with the following characteristics:
    o Very large and high profile
    o Multiple technologies and functions
    o Staff resources across multiple initiatives/projects
    o Multi million dollar budget
    o Within a Matrix environment
    o Close coordination/interaction with other project managers
    o Collaboration with multiple stakeholder groups with diverse and competing needs and expectations
  • Leading and managing technology/technical teams (with SSO implementation and integration focus (preferred).
  • Demonstrated experience preparing status reports and providing management briefings
  • Demonstrated ability to facilitate large focus group sessions, webinars, interviews, or other meetings
  • Experience producing documentation related to meetings, analyses, or training materials
  • Experience working with software and hardware vendors
  • Proficiency with Microsoft Excel, Project, PowerPoint, Visio, and Word
  • Proficiency with Microsoft SharePoint is preferred
  • Experience working in Education domain is desirable

Responsibilities
The Technology/Infrastructure Lead will be responsible for the following:

  • Understanding the program requirements and project goals and using that understanding to produce project deliverables
  • Implementing a secure, scalable environment that provides SSO access via a web based portal to the following Department resources:
    Custom built, independently managed web applications
    Reports and dashboards
    Business Intelligence
    Large data downloads
    Off the shelf solutions
  • Collecting business and technical requirements by completing independent research, and participating in informal, small group meetings, and large, formal sessions.
  • Participating in design discussions with other infrastructure resources, project teams, vendors, and program area contacts to offer solutions that satisfy business needs, maintain security of the data and environments, and conform to data center standards.
  • Producing written deliverables including but not limited to requirements, specifications, design documents, and training materials.
  • Providing technical assistance to owners of custom built, independently managed web applications about programming, hardware/software, and or hosting changes that may be required to accommodate the Department's identity and access management solution.
  • Installing, configuring, and customizing software infrastructure solutions for single sign on including, but not limited to operating systems, software, business applications, networks, and security.
  • Testing all aspects of the solution and environment to ensure the security and integrity of confidential data.
  • Coordinating technical resources from multiple organizations to integrate applications into the Department's identity and access management solution via a web based portal.
  • Coordinating with and providing technical assistance to school district technology staff to provide single sign on access to the Department's resources via the web based portal.
  • Ensuring technical direction and standards for infrastructure are being followed.
    Assisting project manager with:
    Communication to program leadership team, executive steering committee, and legislative body as appropriate
    Change control within the project and conducting impact analyses of scope, budget, and schedule changes, as necessary.
    Directing both internal and external resources to achieve business solutions within project guidelines.
    Identifying and eliminating obstacles to solution plans, business goals or implementation, and development and
    Implementation of contingency plans
  • Demonstrating an understanding of strategic program direction and tactical goals, and effectively participate in the development and implementation of business solutions.
  • Participating in conference calls with State and Federal contacts, as necessary
  • Researching and maintaining.
