Civil Works Expert – SpainOn behalf of our client, a prestigious international Telecommunications company, Manning Global Group is currently looking for a Civil Works Expert for a Contract Position in Spain
Purpose of the job:
1. To evaluate and comprehend customer contracts/RFQs, derive the Civil Works / Telecom Implementation scope and actively propose Implementation strategy to bid/project team.
2. Evaluate Market and prepare cost estimations for the Civil Works / Telecom Implementation scope
3. Start up and Set up a functional Civil Works / Telecom Implementation team with the project
Key objectives:
1. Directly responsible for the general management of the entire Civil Works / Telecom Implementation process on a project
2. Responsible for the timely completion of all market Civil Works / Telecom Implementation research and Subcontractor evaluation, including but not limited to RFQ completion and evaluation, contract negotiations and price determination
3. Daily interaction and communication required with Network Planning Manager, Civil works Manager, Installation and commissioning Manager, Acceptance / Document Control Manager and other Managers as defined by the project
4. Work closely with the bid team in the initial phases of an offer and produce all required Civil Works / Telecom Implementation related information and estimated acquisition related costs to the Bid Manager
Areas of Responsibility
Under the guidance of the Line Manager, the jobholder is expected to perform (but is not limited to) the following tasks:
• Establishes the organizational structure for the Civil Works / Telecom Implementation
• Evaluates customer contracts / RFQs and derives clear scope of works
• Defines Civil Works / Telecom Implementation processes relevant to the Project and liaise with project team in order in integrate these processes successfully.
• Responsible for localizing and translating the model sites and the model site price list and the unit price list
• Work closely with Radio Planning manager and Site Acquisition Manager in order to develop the CW/TI scope based on their inputs.
• Performs Civil Works / Telecom Implementation research and prepare contractor base strategy
• Interview subcontractors and acquire market prices for the defined scope of work
• Responsible for determining country and client specific construction standards
• Selects the Civil Works / Telecom Implementation contractors together with Procurement and Project team
• Identifies and selects the required Civil Works / Telecom Implementation personnel to work in the team, ensuring they have the right skill sets and train to adapt to the project requirements in case required.
• Selects and contracts the construction and design subcontractors and personnel together with Local Procurement team
• Establishes regional structures and regional interfaces (if required by the project)
• Allocates relevant sites to the Regional site Managers
• Defines the tools, hardware, software and other office related items requirements
• Manage the site designs and propose optimised solutions, with respect to cost and implementation timeline savings.
• Responsible for the timely completion of all Civil works in cooperation with the rest of the Project Team/Customer/Subcontractor
• Responsible for the timely completion of all equipment ordering in cooperation with the Logistics Department, Installation, Commissioning and Unit Acceptance responsibilities
• Status reporting to the internal project management team and the Customer
• Quality supervision and overview of construction process on all sites and all subcontractors. Responsible for equal and high quality standard of civil works
• Deliver Successful acceptance of all Site work by the Customer in accordance to the fixed time schedule and the Scope of Work
• Responsible to ensure that all data entry requirements as satisfied across the Project tool landscape
• Responsible for all relevant status-reporting process and forecasting requirements
Person Specification
• Expert in the Spanish Telekom Market
• Six (6) years experience in telecommunications project management, specifically related to Civil works and Telecom implementation
• Three (3) additional years experience in managing teams by setting and evaluating objectives, as well as experience in establishing regional organizations
• Strong decision-making and management skills
• Ability to work under extreme pressure with tight timeframes within a Team
• Accurate, reliable, self-confident and firm
• Proven ability to deal with a variety of Partners and Subcontractors
• Ability to have a self-confident and firm stance towards the Partners and Subcontractors
• Qualified in Civil or mechanical engineering
• Spanish as primary language
• Fluent English
