Senior Analyst-Programmer/Developer - Liferay, Java, J2EE

For a project with the European Commission we are looking for a Senior Analyst-Programmer with expertise in Liferay (min. 1 year).

Context/Introduction
The Task Force Single Market Advice and SOLVIT of DG MARKT is the unit responsible for the SOLVIT network management, and also for Your Europe portal and Your Europe advice management.

Within this framework, the Your Europe portal is providing public online information and interactive online services at EU and national level with a cross-border dimension to European citizens and enterprises. This portal offers information both to European citizens and enterprises in real-life situations (eg citizens wishing to work or study in another EU country or enterprises wanting to open a new branch abroad), therefore having two main sections: Citizens and Enterprises. The technical specifications included on this document refer mainly to the citizens section.

Regarding Your Europa portal, a pilot project to develop an IT System based on XML technology called Your Europe Syndication Tool was launched, the aim of this system was to exchange and collect information from Member States. After the pilot project, this tool was extended in order to be the central tool to maintain all information for Your Europe portal, being named Your Europe Supporting Tool.

As the development of the new tool has finished, and in order to ensure a proper maintenance of it (including corrective, adaptive and evolutive maintenance) a new Project Core Team (PCT) is established.

This request has as goal to have a Senior Analyst Programmer level 2 (SAP2) part of the PCT with specific expertise in Java/J2EE and Liferay.

Task description
The contractor is expected to assist the EC's Your Europe team in the technical maintenance of the current Your Europe Supporting Tool (YEST) by providing services in relation to:

  • Corrective maintenance: Ensuring that all identified incidents and problems related to the system are properly corrected, performing the needed changes on source code and the relevant documentation.
  • Adaptive maintenance: Ensuring that all the components of the system are keep up to date, avoiding any technical or security issues.
  • Evolutive maintenance: Ensuring that the new functionalities are included in the system, in order to keep it aligned with the business needs of all stakeholders.
  • Technical support: Providing technical support on any question or issue that the unit may have regarding the technologies related to the system (JEE, Liferay, Oracle)

Work environment
The work will be performed under an Agile project management methodology, using the JIRA and GreenHopper tools available in the Commission.

As main repositories, Confluence WIKI and Subversion SCM will be used, to keep track of the documentation and the source code.

As a technical environment, Your Europe Supporting Tool is a JEE application based on Liferay CMS, so the main technologies related will be:

  • JEE/Java
  • Liferay CMS
  • Oracle WebLogic
  • Oracle Database
  • UML
  • XML

Required expertise
At least six years of specific expertise in Java/J2EE and Liferay, with following specific requirements (mandatory if not explicitly specified):

  • J2SE - J2EE: 6 years
  • Liferay CMS: 1 year
  • Any JavaScript library: 1 year
  • Web applications: 3 years
  • UML: 1 year
  • Any UML modelling tool: 6 months
  • Any relational database: 1 year

The person must also be able to cope with fast changing technologies used in application developments.

Work environment/conditions
The work will be carried out intramuros in Brussels in Time and Means mode, the contractant needing to be present during Commission working hours.
