Outsource UK Ltd are actively seeking to recruit a Sea systems integration manager for a contract role on behalf of a client.

The Job:

The Sea Integration Manager will be a member of the Bid Team who are bidding for selection as the Prime Contractor to supply, integrate and support capability upgrade to Legacy Air, Naval and Land platforms delivering interoperability with NATO, Coalition and Allied Forces.

Skills, qualifications & knowledge

The Sea Integration Manager will be responsible within the Sea domain for facilitating the integration, certification and release-to-service of the proposed equipment onto the various platforms. The relationship they will manage will include:

  • Platform Design Organisations (PDOs)
  • Project Teams (PTs)
  • Approved modification embodiment providers
  • Intermediaries
  • Mission system Original Equipment Manufacturer (OEM)
  • Contractor and Authority Certification agencies including Independent Safety Assessors

Further, the Sea Integration Manager will be responsible for ensuring that all information demanded from the Prime Contract Team by the Customer appointed Independent Safety Assessor(s), is made available on demand to support compilation of the Compelling Safety Arguments for the modified platforms.

The Mode 5 IFF Bid requires a Sea Systems specialist with a deep and enduring understanding of the integration of sophisticated electronic equipment into Military platforms in the Sea environment. In addition, the Sea Integration Manager is expected to fully understand the UK MOD Military Release to Service process, and the rules and regulations required for full platform integration.

Key responsibility areas

The Sea Integration Manager is responsible for:

Ownership of those parts of the overall programme Test, Evaluation and Acceptance Plan (TEAP) for the platforms within their domain to lead to successful Release-To-Service.

Developing the relationship with the PDO(s) during the bid phase, defining RFQ's and SOW, gathering information, understanding the release-to-service route requirements for each specific platform, gathering and challenging costs.

During Integration Study & Planning Phase (IS&PP) management of the relationship with the PDO(s) to deliver the outputs required from the IS&PP as defined in the SOW.

During Stage 2 the Sea Integration Manager will liaise with the PDO(s) and other parties to further develop the TEAP's for their respective Domains, collect and evaluate PDO estimates in response to RFQ's for the DMP phase proposal.

Subsequent stages during Design & Manufacture Planning will involve managing the PDOs, PTs and other third parties as required to carry-out integration, embodiment, certification and any other necessary activities to achieve Release-To-Service of the equipment into the defined platforms. There may also be a necessity to manage changing requirements from the MOD and adapt the schedules to meet future requirements.

The successful candidate will be expected to:

  • Be fully conversant with all platform level activities to achieve successful release-to-service within their domain.
  • Plan and undertake engineering activities without day to day guidance or supervision.
  • Present robust engineering solutions at design and peer reviews within team
  • Provide regular reports to Bid Team, detailing completed, on-going, and planned activities

Intrinsic job factors

Previous experience of managing the integration and embodiment of sophisticated electronic equipment into Military platforms in the Sea environment. Previous experience and good understanding of MOD approval and accreditation schemes, regulations and organisations including

  • DAOS
  • MCTA - BR 9463
  • RATDU - DEFSTAN 00-56
  • DSEA
  • LSSO
  • DOSG
  • JSP 815 - Policy and Principles for Defence Environment and Safety Management
  • Experience of gaining acceptance, certification and release to service of complex electronic system upgrades including supporting the development of Compelling Safety Arguments at Platform Leve

Previous experience of:

  • Platform modification including electrical, wiring and mission system software modification.
  • Delivering the above in a bid environment.
  • Managing and leading multi-skilled teams.
  • Sound understanding of engineering life cycles and processes.
  • Previous exposure to Project Management and Business Management activities.
  • A good understanding of the engineering Process, its goals and implementation.
