JOB DESCRIPTION
The Sourcing & Supplier Relations Team helps ensure that the organisation meets its obligations to spend public money in a way that is transparent, compliant and offers value-for-money.

The Team is currently undertaking a review of all contracts, with an emphasis on high value/high-risk contracts and significant change process, moving its spend to central government contracting vehicles, and planning the transfer of many of its functions to another organisation.

The Senior Sourcing Manager will play a key role in delivering these objectives. In particular the role holder will manage a range of procurement and contract management activities, achieving savings while novating a number of contracts to the other organisation, feeding into departmental planning and reporting activities, as well as coaching and supporting junior members of the team.

This role will have an IT category bias, although there is a likely requirement to manage Transition projects relating to other main category spend such as FM, HR and other corporate services contracts.

MAIN RESPONSIBILITIES/KEY DUTIES

Activities will include:

*Managing the transition process for appropriate contracts to the other organisation
*Delivery of effective procurement activities that are fully aligned to the organisations goals and objectives;
*On-boarding of services for the organisation onto centrally awarded framework agreements as appropriate;
*Support in using new central government procurement tools such as eMarketplace and eSourcing to procure contracts
*Support in the promotion and development of excellent supplier and internal customer relationships;
*Provision of procurement advice to assist in the awareness and application of procurement policy and best practice throughout
*Other duties as defined by the Head of Sourcing & Supplier Relations.

SKILLS, QUALIFICATIONS AND EXPERIENCE REQUIRED FOR THE JOB

Applicants will be expected to demonstrate that they meet the following essential criteria to carry out this role:

Skills

*Excellent commercial skills, including negotiation, cost and service management, contracting, relationship management and legal awareness.
*Strong interpersonal skills, including the ability to work effectively as part of a team.
*Excellent customer focused skills.
*Experience in undertaking end to end procurement projects including experience of initiating, commencing and concluding OJEU procurements.
*An organised and methodical approach to work.
*Strong written and oral communication skills. An ability to interact at the highest levels within the organisation. A capacity to produce and present structured, well thought out arguments in writing and orally.
*Experience of using Government Procurement Services' for procurement, including framework 'Further competitions'.
*Flexibility and the ability to operate within an uncertain environment.
*The ability to work under their own initiative.
*Strong IT skills, particularly the ability to manipulate data using Excel and prepare Powerpoint presentations.

Qualifications

*MCIPS, or studying towards a CIPS qualification.

Experience

*Working in the public sector and a strong understanding of the challenges posed by the public sector procurement regime, especially in relation to the centralisation agenda.

*Terminating and novating contracts.
