We are currently seeking SC Cleared Commercial Officer who will provide commercial support in the placing of requirements and contracts, using FATS and defence based contracting skills.

The successful candidate will also provide procurement and commercial service within their delegated authority limits ensuring contracts and suppliers meet client's needs for operational and contractual delivery.

The Commercial Officer will also support the management of procurements through the development and implementation of effective contracts with appropriate suppliers, considering internal needs and supply market characteristics. The contractor will also be expected to use and understand a range of EU compliant procurement routes and tools as appropriate, making use of effective procurement approaches and processes to deliver value for money for our customer.

The contractor will also provide direct commercial support and advice as appropriate to customers within client's Depts and Functions. Knowledge and experience of research contracting would be an advantage as client's depts focus in this area. As a part of the role there will also be an element of Contract Management where required

Main Duties/Responsibilities

  • Management and delivery of procurement activities, using Govt processes such as OJEU and MOD procurement tools.
  • Account Management of a client's Dept, focusing on their procurement Plan for the year and prioritising projects and work packages, and delivering high quality packages of work.
  • There may also be a need for Contract Management and Account Management of more than one client's Depts in support of other Commercial Staff when required Procurements will be processed through Govt contracts where possible, and via normal procurement processes (OJEU etc). There will also be a requirement to use the MOD framework "FATS", experience of this would be an advantage. Tendering and Placing contracts in accordance with Public Procurement Regulations.

Skills/ Experience Required

Tendering and Placing contracts in accordance with Public Procurement Regulations.

Knowledge of EU Directives/Procurement Law.

Experience of using the MOD framework "FATS".

Good interpersonal skills to develop relationships with customers and suppliers.

Ideally experience in Defence Contracting or as a minimum experience in Govt contracting. Knowledge of Finance/ Procurement systems - ideally the Oracle Peoplesoft application.

Formal Qualifications Required

Ideally CIPS Qualified
