PROJECT SCOPE/TASKS

The scope of this project encompasses the following tasks:

  • Prior to beginning work on the IT Service Portfolio - Resource Management Tool, the consultant must develop and present an Implementation Plan.  The Plan will identify the timeframes and steps the consultant will perform. 
  • The consultant will develop a project charter, including a work plan, schedule, and communication plan.
  • The consultant will review existing service and total cost of ownership models and define key service catalog principles and requirements to encompass both the human and budget capital needed to support each service.
  • The consultant will facilitate workshops with ITSB managers to identify the service portfolio content, which will include but not limited to service categories, service owner, business value, impacted customers and the number of IT resources (State and Vendor) required to support the service.
  • The consultant will establish a service costing model and map services to existing customers.
  • The consultant will develop an evergreen process and procedure, whereby ITSB Staff will have a clear understanding on how to maintain the IT Service Catalog post implementation, including but not limited to, roles and responsibilities and interfaces to existing service management processes.
  • The contractor will examine the current IT Service processes and problems and develop a comprehensive service portfolio and resource tool that will be presented to Executive Management.
  • The consultant will introduce and tailor a resource management tool that aligns with the technical service offerings, which includes validating the spectrum of service categories and in a collaborative method, develop/tailor the schema that supports all services.
  • The consultant must actively participate and coordinate meetings to gather the required information from those business entities impacted either directly or indirectly by ITSB services, to ensure that the customer-facing view is developed in business terms.
  • The consultant will assist ITSB in marketing and familiarizing management on how to utilize the catalog to drive current and future IT investment decisions.
  • The consultant will identify ways that the final product will integrate with the existing IT Governance Counsel (ITGC) processes.
  • The consultant will submit a monthly written status report covering the work accomplished in the prior month, any risks encountered, the work expected in the next month, and the progress of the contract work in general.  The written report will be submitted to and approved by the ITSB Sponsor.

MINIMUM QUALIFICATIONS

Functions at the expert level performing analytical work in systems analysis, design, development, installation, implementation, procurement, or technical support duties pertaining to specified data processing systems, multifunction office automation systems, microcomputer systems, and/or teleprocessing networks. May act in a lead capacity on complex projects, work independently as a high-level technician, or may participate with other analysts on projects of a complex nature or broad scope.

  • Must possess a minimum of five (5) years' experience in project work in the specified area(s) of knowledge; at least three (3) years of said experience must have been at a high level both technically and in measure of responsibility.
  • Must be able to analyze data and situations, identify and solve problems, reason logically and draw valid conclusions; develop effective solutions.
  • Must be able to apply creative thinking in the design of methods for processing data.
  • Must be able to establish and maintain cooperative working relationships with others.
  • Must communicate effectively both verbally and in writing with a variety of audience types using different mechanisms including informal updates, formal presentations, business case documents, and other analytical and technical documents.
  • At least 3 years' experience developing IT Service Portfolios/Catalogs for large public sector entities.
  • Consultant(s) must have knowledge and experience in the following: project management, communicating IT investment opportunities through the use of a service catalog.
  • At least 3 years of meeting facilitation experience which deliver results.
