Specialist Senior Commercial Lead - London -

Huxley Associates are looking to recruit a Senior Commercial Lead, based in London on a 6 month contractual basis. The candidate must have a good understanding and experience in the Public Sector Procurement & Competitive Dialogue experience.

Role Purpose:

To manage, direct and undertake the business and commercial activities associated with a large-scale procurement project for the provision of Strategic Frameworks for our large Transport/Public Sector client.
The candidate will ensure that optimum service and value for money' are procured and agreed via a process that is compliant with EU procurement law.
To provide commercial leadership and guidance for the Strategic Frameworks Lead procurement, being part of a wider programme of Information Management (IM) strategic sourcing projects.
To lead the commercial input to operational and technical requirements capturing and applying the business need.
To play a lead role in the development of the commercial team, building expertise and knowledge to secure an excellent in-house skill set and capability;

Key Accountabilities:
To lead a team of commercial specialists to deliver procurements for Strategic Frameworks that are compliant with EU procurement law.
The post holder will ensure full robust documentation and retention of records is achieved for their commercial area.
To formulate suitable commercial construct and delivery of optimised commercial agreements through negotiations.
To own and ensure that procurement and commercial documentation is of sufficient quality and fit for purpose.
To be responsible for the production of key tender documentation during the procurement life cycle for Strategic Frameworks.
Manage the supplier/market interface and relationships where appropriate to ensure value for money' principles.

Knowledge, Skill & Experience
Degree or equivalent, or a technical qualification in Commercial Law (or equivalent)
Contract knowledge and experience, including legal, commercial and operational elements;Extensive experience of commercial negotiations and high value contract management in a similar context;
Very strong interpersonal and communication skills whilst demonstrating flexibility in approach and an ability to communicate effectively both orally and in writing;
Experience of working with the Public sector and EU regulations.
Experience in a senior management role
Management of staff, consultants and service providers in a dynamic and fast moving environment, and the training and development of staff;
A clear understanding of legal and contract processes and procedures;
Experience with OJEU framework procurements.
