-Degree (Preferably Engineering or Construction Science-Accounting and Finance OK) Masters or MBA highly preferred.

-At least 10 years experience in project controls position in midstream, petrochemical, chemical or Oil and Gas/Energy Industry

-Experience with large capital expansion projects ($800 million or greater) in cost engineering role

-Well versed in setting up cost track systems including budgets, forecasts, actual costs, accruals, cash flows, change management and how they directly relate to the project cost and schedule.

-Familiarity with cost tracking processes for various contract arrangements including Time and Material, Unit Cost and Lump Sum contract types.

-Ability to communicate project status reporting to managment and propose other key financial metric reports as needed

-Ability to identify inconsistencies in cost control process and to quickly provide solutions to reestablish guidelines to ensure the entire team is following procedure.

-Ability to manage and identify project cost overruns, and propose solutions to mitigage cost issues.

-Provide leadership to the cost analyst team and to contractors to help them proactively manage their projects to identify cost issues early in the project life cycle, and to apprise project management of cost control issues

-Interpret contract requirements and how they are applied to projects relative to cost impacts.

-Organize projects by using existing financial control systems, review expenditures and commitments, and manage monthly summary cost control reports.

-Experience with Oracle cost systems desirable

-Mid to Expert level in using Excel spreadsheets and databases

-Desired experience with Essbase excel spreadsheets

-Ability to abide by strict monthly cost forecasting deadlines

-Work directly for the project director and project managers assigned to this effort.

-Have experience in planning methodology on engineering design and procurement efforts.

-Have in dept knowledge and experience using Earned Value Systems to track engineering and procurement processes.

-Use earn value performance factors to determine estimated costs at completion (EAC)calculations

-In depth knowledge and experience in project risk techniques and sessions

-Perform other duties as required by the PM team.
