ROLE

To provide programme management for the delivery of the LGSS Client's property related capital programme across all Directorates, ensuring divisional objectives are delivered and service unit performance is maintained.

To ensure the LGSS external partners, who provide professional and technical advice are managed, to enable the delivery of a programme of capital projects and the associated service level agreements and key performance indicators.

To ensure a quality assurance ethos throughout all stages of the delivery of capital projects programme.

  • Develop highly effective relationships with stakeholders and partners to ensure that the LGSS objectives and customer division expectations are communicated and delivered to a high standard. Provide professional programme management and direction to a team of project managers and be responsible for ensuring that the range of deliverables are achieved.

  • Provide professional advice to all Clients of LGSS on services offered and generate opportunities for further LGSS business. Motivate and support staff, continuously monitoring their performance through the LGSS PADP process.

  • Ensure that the LGSS governance framework is adhered to through project delivery, including constitutional adherence, procurement requirements, legalities ie contract awards and statements of required practice. Day to day monitoring and performance management of external project management contractors, ensuring they are compliant with contract terms and conditions and the LGSS governance framework.

  • To develop and ensure that there are sufficient and appropriate management controls in place to enable effective project delivery to time, budget and service expectation, including ensuring appropriate quality and standards on site. Develop programme budget forecast revenue and capital plans, with the assistance of the Construction Cost Manager, monitor activity spend, maintain appropriate records and ensure the team complete financial monitoring returns. Advise on and prepare information/management reports for LGSS CMT, project boards, financial monitoring and others as required.

  • Develop, implement and analyse project data to inform division Key Performance Indicators. Provide a monthly update on the programme to the Capital Projects Manager highlighting any issues and exceptions occurring at a project level. Ensure Construction Project Managers are maintaining information accordingly to support the timely provision of KPIs to senior leaders of LGSS.

  • Represent the division and LGSS and its Clients at local forums.

  • Effective programme/project management and working within a busy office environment. Support the Capital Projects Manager in monitoring and overseeing the external Consultant and Contractor activity and charges, to ensure agreed work programmes are met. Work with Capital Projects Manager to develop projects business model for increasing the LGSS presence in the market and increasing its client base.

  • Deputise for the Capital Projects Manager as appropriate. Support the Construction Project Managers in dispute resolution as a first line escalation.

  • PERSON

    • Demonstrate a higher level of general education to a relevant qualification eg a Degree or equivalent.

    • Demonstrate a relevant professional qualification within the construction arena and/or programme management skills.

    • Demonstrate a high level of
      (a) project management skills and
      (b) able to disseminate such skills to direct reports - future proofing.

    • Evidence of computer literacy including a sound knowledge of tasks, systems, databases etc.

    • Qualified in SMSTS and holds a CSCS Card

    • Demonstrable experience of working within a busy environment

    • Demonstrable experience of supervising teams and the ability to demonstrate required management skills.

    • Experience of working within a property/health & safety/facilities management environment or equivalent.

    • Clear knowledge base relating to a range of property management standards applicable to the post ie Asset Management, National Care Standards, OfSTED, DDA etc.

    • Evidence of managing direct customer contact and dealing with sensitive situations.

    • Able to demonstrate excellent communication (both verbal and written) and numeracy skills.

    • Evidence of managing contractor delivery/contract management skills

    • Prioritise complex and changing workloads and be able to deliver to deadlines.

    • Able to demonstrate critical thinking, judgment, comprehension, logistical and good project management skills.

    • Able to demonstrate the ability to integrate management information and produce reports to a senior level within the organisation.

    • To work within a total team environment

    • Ability to travel to different locations.

    • Negotiation with a range of key stakeholders to ensure business objectives are met

    • Ability to manage a range of contractors ensuring business objectives are met

    • Ability to demonstrate awareness/understanding of equal opportunities and of other people's behaviour, physical, social and welfare needs.

    • Ability to demonstrate a clear understanding of and commitment to Health & Safety
