Description:
Collaborates with hiring managers to implement process changes and improvements that ensure consistency and efficiency in hiring practices across the specialty area.

Utilizes data and metrics to enhance quality, service and efficiency.

Uses applicant tracking system efficiently including consistent, timely and accurate data entry and report generation.

Monitors and tracks effectiveness of strategies, return on investment, quality of hires, recruitment and retention data.
Implements innovative/creative tactics to effectively source and identify a qualified candidate pool for assigned candidate positions.

Techniques may include system queries/searches on niche sites, targeted chat rooms, scanning of layoff reports, use of network contracts, cold calling, applicant referral techniques and membership in targeted professional organizations when possible.
Develops, in collaboration with Selection and Assessment Leader, effective resume evaluation, screening, interviewing, and assessment tools.

Implements strategies to ensure the best candidates are referred and hired.

Proactively seeks manager feedback regarding satisfaction with hire.

Monitors turnover data and participates in exit interviews to identify trends and provide strategies for minimizing loss (unwanted turnover) for the organization.

Maintains relationships with candidates hired to assess fit match of expectations and satisfaction with us as an employer and taps those relationships to garner future possible candidate pool and possible alumni contacts to provide access to best schools and professional organizations.
Develops, builds and maintains candidate relationships through effective portfolio management techniques.
Tracks and maintains contact with the best candidates from identification through hire. Maintains ongoing communications with candidates promoting interest in positions and us as an employer, identifying candidate's interest by location and type of position desired. Matches candidate needs with organizational need to ensure fit.

Promotes the organization as Employer of Choice whenever possible and appropriate.
Acts as an ambassador for the organization at events, educational institutions, professional/community associations, and staff associations, in employee interactions and to the public at large.

Builds effective ongoing strategic relationships with key contacts at assigned educational institutions to develop a pipeline of candidates for specialty area positions.

Consults with managers and leaders of specialty groups to ensure placement of top graduates for assigned positions.

Requirements:
Minimum four (4) years of experience in recruitment screening and selection of management/exempt, technical/professional, business or finance professionals.
Demonstrate counseling ability.
Demonstrate consultative skills.
Demonstrate executive presence with leadership ability.
Able to quickly build relationships and establish trust with leaders, hiring managers, colleagues and candidates.
Broad general knowledge of HR concepts, and processes and their interdependencies.
Demonstrate networking capabilities and creativity in sourcing candidates.
Demonstrated knowledge of recruitment processes (candidate sourcing, resume evaluation, candidate assessment and interview, and matching position to best candidate background).
Demonstrated knowledge of governmental regulations, court decisions and professional standards and practices related to EEO/AA, legalities and ethics of recruitment, and job analysis.
Excels in oral and written communication skills, including presentation skills.
Able to interact with multiple levels of staff to effect change.
Demonstrated ability to effectively collaborate with team members.
Effective interpersonal skills with the ability to meet the demands of the diverse and changing needs of the assigned specialty areas.
Strong customer focus required.
Demonstrated critical thinking, flexibility and negotiation skills.
Demonstrated coordination, organization and project management skills.
Demonstrated computer literacy.
Demonstrated understanding of branding
Collective Bargaining experience.
Experience recruiting at national events and conferences.
Experience recruitment outside of logistical area.
Experience with quality improvement methodology.
Demonstrated knowledge of interest based problem-solving skills.
Experience with forecasting recruitment needs (workforce planning ie position control, core staffing, reconciliation of postings).
Experience in using data and metrics to demonstrate success (ie return on investment, time to fill, quality of hires and various other
recruitment and retention data).
Experienced in training professionals on recruitment selection techniques and methodologies.
Bachelor's degree in Human Resources, Business Administration or related field strongly preferred, OR four (4) additional years' experience in a directly related
field.
High School Diploma or General Education Development (GED) required.
May need to travel between Oakland, Santa Clara and Sacramento (minimal, reimbursed)
