Key Accountabilities

  • Devise and be responsible for the Programme System Level Safety Case.
  • Obtain Interoperability Screening Decisions for the Programme from the statutory authority.
  • Secure appropriate approvals for the design development phase of the Programme from the relevant safety authorities, including Project Review Group, Notified Body(s) and Her Majesty's Railway Inspectorate. Lead the presentation and technical argument for submissions to these bodies.
  • Specify system safety requirements to individual projects. Create, and roll out across the Programme, a strategy for integration of infrastructure project safety cases and rolling stock safety cases into the System Level Safety Case.
  • Develop verification and validation processes, in accordance with company policy/guidelines/processes/etc. that confirm that safety requirements have been achieved at sub-system Level. Check that appropriate submissions are made for project-level approvals from external authorities, including London Underground Limited and London Fire and Emergency Planning Authority.
  • Be accountable for safety case delivery to meet Programme and timetable requirements.
  • Own and manage the overall Programme Safety Risk Register/hazard log and organise the arrangements to manage and identify hazards.
  • Provide an expert advice service for all infrastructure projects' teams whose work impacts upon third party TOC and FOC vehicle safety cases. Explain to and guide the infrastructure project teams in the technical requirements necessary to be fulfilled in order to secure approved changes to existing vehicle safety cases.
  • Where safety case amendment will be required, agree the most efficient method to achieve an amended train safety case with train safety case owners. Manage the production of, or commission, further technical assessments and train safety case documentation as required.
  • Determine the engineering information necessary for insertion into safety submissions and write and prepare the technical remits. Appraise the technical competence of contractors for this work and manage awarded contracts.
  • Job Skills, Experience and Qualifications

    Essential

  • Degree qualification.
  • Chartered Engineer.
  • Relevant rail industry experience.
  • Relevant experience in achieving the requirements of SRGs, SRPs, PRGs, ISAs and HMRI.
  • Experience of the Rail Vehicle Certification and Safety Case approval process.
  • Able to simplify complex technical issues and communicate to Approval bodies.
  • Competent in one or more relevant engineering disciplines.
  • Knowledge of Engineering Safety Management ( Yellow Book ).
  • Six Sigma Yellow Belt.
  • Desirable

  • Knowledge of rolling stock systems that interface with infrastructure.
  • Significant experience in related railway disciplines
  • Appearing as lead presenter at each type of Safety Body meeting
