Procurement Specialist with public sector/OJEU experience required for initial 6 month contract with public sector client in either Glasgow or Edinburgh.

Duties will include:

  • Leading and/or supporting the development, planning and implementation of procurement commodity strategies; driving value for money improvement through the provision of market and project analysis and support for the procurement processes.
  • Leading on low to medium value, low/medium risk procurements.
  • Forming User Groups and managing stakeholders where required and facilitating user requirements for medium value, medium risk contracts and assist the Senior Portfolio Specialist in facilitating stakeholders for high value/risk contracts.
  • Contributing to procurement reviews as required and implementation of innovative procurement strategies based on comprehensive market research and in line with procurement policy and EU regulations.
  • Supplier and Contract Management - involving the gathering, analysis, interpretation and dissemination of data and information to facilitate management decisions, planning and performance reporting.
  • Co-ordinating spend and savings information.
  • Requirement to work effectively with a range of stakeholders across the Scottish Government as required, ensuring effective participation and buy-in. Advising on legal, policy and other requirements pertaining to procurement.

Experience required:

  • Public sector/OJEU procurement experience
  • Competent in leading, project planning and implementing end-to-end procurement process for projects above EU thresholds.

  • Supports customers leading and developing complex specifications and invitation to tender documentation for EU competitions.

  • Understands when and how to negotiate.

  • Capable of effectively sourcing and tendering for a range of commodities and services ensuring delivery of value for money.

Candidates will be required to either already hold a valid Disclosure Scotland certificate or be willing and able to apply for one prior to CV submittal to the client.
