Key Accountabilities
The candidate will be required to provide SME input on regulatory liquidity requirements, liquidity policies and governance, including:
In particular the candidate will be expected to:
- Know and understand the liquidity regulatory framework in the UK, identify and interpret new rules or changes to existing liquidity rules, asses and communicate their impact to the bank and identify any compliance gaps. Prepare responses and analysis with respect to the changing regulations pertaining to liquidity in the banking industry, including briefs to senior management and communications to the PRA. Represent SCB in industry discussions and meetings with regulators.
- Work with the Liquidity Team on the preparation of ILAAP for the Group and UK bank. Assist with the development and execution of an ILAAP plan, coordinate with other departments the production of stress scenarios and documentation in the ILAAP document. Provide regulatory expert advice to ensure the ILAAP meets EBA/PRA requirements.
- Work in the development of funding plans for the Group and the UK bank bringing the regulatory lens and ensuring compliance with European and UK regulations.
- Assist the implementation of LCR/NSFR calculation and reporting by providing expert advice on rule interpretation (Delegated Act, CRR, EBA ITS, etc)
- Maintain, update and apply liquidity risk policies, practice guides and governance across the Group. Draft new liquidity Group policies when appropriate to be taken to GALCO for approval.
- Ensure compliance with Group regulations by maintaining and updating the Liquidity Compliance Framework
Skills & Experience
- Educational background to degree level and beyond preferably in accounting or related disciplines. Strong numeracy skills and a proven fluent capacity to create high quality briefing material for senior management
- Proven team-building and motivational skills. Sound proven contribution to people development and performance management
- Understanding of relevant internal control frameworks and their practical application derived from business line exposure and hands-on experience
- Excellent analytical skills matched with a capacity to convert complexity into practical and immediately applicable processes and policies through a clear communication (written and verbal) style
- Broad experience of engagement with a wide range of regulators is preferable
- Comprehensive appreciation of liability and asset management and their roles in the dynamics of the balance sheet. Capacity to contribute at a detailed level to model development, stress testing, simulation and scenario planning
