Under the provisions of the IHL, EU LAW, Law 514/2003, act as Corporate Lawyer including Law of Armed
conflict and International Law supervisor:
-provide legal and political advises, crisis management coordination and mediation;
-daily interaction with the Director General usually for verbal advices and consultations;
-provide legal and financial validations before DG approval
-Romanian NATO CF corporate lawyer and Chief Legal advisor, (counsel), Iraq 2009 for eight months;
- validate, ensuring compliance for the controls, procurement's, administrative and disciplinary
investigations, public resources usage;
- coordinate the anti-fraud, audit, control and inspection;
-reviews draft internal administrative rules (in particular those implementing the EU, provide recognitions;
- reviews draft replies to administrative requests and complaints, as well as other individual decisions;
-reviews draft confirmatory replies to access to documents requests and draft replies to Ombudsman
requests;
-represents the HR and the Ministry of Defense in judicial proceedings in administrative and staff matters.
-validate, (share legal commitment), for legality final documents before director approvals;
-advise and validate all documents related to the use of resources, use of force, interaction with the host
nations;
-verify contract and payment files of EU or national funding programmers;
-represent commander of the units in relation with the stakeholders, civilian claims or other legal issues;
-provide leading and advice on the environmental law, climate changes, gender, intellectual property and
data protection policy, project management;
- assist in reducing exposure to legal risks by providing sound advice, accurate information and high-quality
work.

-engage in the negotiations of grant agreements, memoranda of understanding, providers and service
contracts;
-validate/ endorse the working contracts, internal investigations, disciplinary and administrative liability;
-advise and validate the audit and internal control documents;
-provide risk management expertise, human security, area of operation security and safety;
-provide legal advice for document's management ;
-coordinate risk management exercises in order to validate the unit 's risk register;
-assist, advise and supervise the effective implementation of the internal control framework ;
-provide legal expertise and validation in all legal areas, focus on the International law, law of armed
conflicts, operational plans, risk evaluation, crisis management;
-validate for legality the use of forces, Rule of Engagements, planning documents, Operational orders, as
project based, all projects and planning steps, including public and NATO and EU budget;
-Lead the regular update of the internal rules'
-provide vocational education, military, medical and adult and youth learning's, professional development of
teachers and trainers;
-ensure the follow-up of any internal control deficiencies at DG level;

- represent the European Union Training Mission in Central African Republic, EUTM RCA , Mission Force
commander, MFCdr in Brussels;
-builds and maintains mutually beneficial relationships, facilitates communications and coordinates activities
among European Union Training Mission in Central African Republic and Brussels or Europe stakeholders,
EU institutions, NATO, OSCE, UN and other agencies or organizations;

FIGHTING ROMANIAN MINISTRY OF DEFENSE, DEPYMENTS NATO CF IN IRAQ, NATO WESTERN
BALKANS SFOR, UN ANGOLA

-document management, including classified information up to NATO TOP SECRET, EUCI;
-protect classified Information and data protection, confidentiality;
-supervise the implementation of security and safety, including secure communication, cyber, digital,
information management.
-daily interaction with the director General;
- team leader and preparations, modeling, exercise;
-provide supervising of the security services and physical protection of the military unit area;
-provide briefings and briefings' materials as fully qualified military instructor of International Humanitarian
Law, legislation on classified information, medical interventions and rescue, search and rescue,
reconnaissance, Chemical Biological. Radiological and Nuclar weapons, epidemiological and hygiene
matters;
-serve as military specialist and soft power team leader in Angola, Western Bakans and Iraq in six
deployments, more than four years with the unite document management, medical support, emergency
interventions, mediation, coaching, military instructor and squad/ platoon commander;
- team leader into the EMERGENCY intervention and rescue, instructor, HQ administrations personnel,
document managements and archives, including TOP SECRET documents, squad and platoon leader and
commander, PR at brigade level, family support, human rights and humanitarian law instructor and mentor.

-provide project management and leadership.
