Job title: Corporate Business Planning Manager

Reporting to: Head of Chief Operating Officer's Office

Job family: Planning and Assurance

Role purpose

To lead on the corporate business planning process and the development of the Corporate Plan, providing support and guidance to directors and across the organisation. Lead on ensuring a risk management framework is in place to support directors to embed the risk strategy. Lead on the development of the Corporate Governance business plan.

Key accountabilities

Corporate Business Planning

  • Lead the design, development and implementation of a framework and guidance to support annual directorate business plan preparation so that the annual business planning process is comprehensive and useful to directorates and to Council in setting performance expectations and developing the Corporate Plan.
  • Prepare the Corporate Plan in line with strategic direction so that the client has a clear understanding of what needs to be achieved and by when.
  • Prepare monthly monitoring reports of progress against the Corporate Plan for Directors so that action can be taken when activities fall behind the Plan.
  • Lead on the evaluation of the annual business planning process, with a view to ensuring best practice and continuous improvement.

Risk Management

  • Ensure a best practice risk management framework is in place and support directors in embedding this across the client to ensure that risk is understood and managed.
  • Maintain the corporate risk register in line with the risk policy, framework and toolkit so that the client has a clear picture of all corporate risk
  • Work with the Chief Executive to identify the top organisational risks so that action can be taken to mitigate risks where possible, attending Directors Group meetings as required.
  • Provide papers on risk management for Audit Committee and Council as required.
  • Lead on the evaluation of risk management processes, with a view to ensuring best practice and continuous improvement.

Directorate support

  • Lead on the development of the Corporate Governance business plan, providing expertise to colleagues and ensuring the production of a coherent plan in line with the corporate framework and timetable.
  • Maintain the Corporate Governance risk register, providing expertise to colleagues and ensuring the register is maintained in line with corporate risk policy, framework and toolkit.
  • Budget responsibility for the corporate business planning and risk management functions.

Communication and relationships

  • Build and maintain excellent internal relationships to ensure the processes for business planning, reporting and risk management are understood and actions are completed in accordance with corporate deadlines.
  • Work collaboratively with finance colleagues in Corporate Services to ensure a coordinated and cohesive approach to the development of the corporate business plan and budget.
  • Provide advice and expertise to internal stakeholders on business planning, reporting and risk management frameworks and documentation.
  • Provide strong leadership and direction and keep performance improvement under review and ensure that performance targets are met.
  • Facilitate and support the teams to enable them to achieve the department or directorate's objectives.
  • Provide consistent performance management by providing regular feedback, conducting formal reviews, and identifying and addressing business-focussed training and development needs.
  • Manage issues relating to conduct and capability, ensuring that such issues are dealt with in a focussed and timely manner.

Person specification

Qualifications and experience

  • Educated to degree level or equivalent experience.
  • Demonstrable experience of developing Business Planning frameworks/approaches and leading their implementation in public or voluntary sector organisations.
  • Proven experience of working with and influencing senior leaders.
  • Proven change management experience within a public or voluntary sector context.
  • Experience in dealing with highly complex issues.
  • Ability to manage staff and support their development.
  • Demonstrable experience of report writing associated with corporate performance and risk management.
  • Experience of designing and embedding of risk management frameworks.
