Description

Job Purpose

To lead, manage and be responsible for providing the professional lead on all technical accounting and Corporate support for the Business Services Plus Business Unit and its customers. To deputise for the Business Services Plus Finance Director as necessary. Providing commercial and financial advice on internal HQ and Business Unit development projects. To lead the delivery of an unqualified set of accounts and ensure that the Medium Term Planning process is adequately supported to meet corporate requirements.

Job Context

  • Operating flexibly within the BSP Central Finance Team in supporting organisational priorities;
  • Manage and coordinate the work and priorities of the Central Finance Team;
  • Lead and manage the Council's Statutory Accounting Processes in accordance with best practice and statutory requirements;
  • Lead and manage the implementation of new accounting requirements under International Financial Reporting Standards, the Statement of Recommend Practise and Best Value Accounting Code of Practise;
  • Provide advice, guidance and support to all Central Finance Team staff involved in supporting all projects to ensure that there is a consistency in the quality of support;
  • Provide direct financial support for both major corporate developments and large service specific projects across the Council;
  • Provide technical, strategic and professional advice to elected members, Managing Directors, Service Directors, Headquarters and the Director of Assurance and any other officers within the Council, either directly or via a project governance board;
  • The ability to challenge external providers to ensure the viability of their delivery of contractual requirements including the integrity of commercial financial arrangements;
  • Provide commercial financial advice on procurement projects;
  • Mobilise the Central Finance Team and Finance Operations team to support the improvement of financial processes throughout the organisation;
  • Lead and manage the completion of appropriate financial returns and claims;
  • To develop effective working relationships with relevant customers and partners, including external inspectors, other local authorities, service customers, members and other relevant bodies;
  • Ensure the corporate MTFP process is adequately resourced to meet agreed priorities and deadlines;
  • To attend appropriate governance boards as required;
  • Managing and working with external advisers and services;
  • Ensure the work of the Central Finance Team is appropriately prioritised and quality assured.

Job Specific Qualifications/Skills

  • CCAB Qualified and evidence of CPD
  • Excellent leadership skills to inspire, motivate and develop team members to high levels of performance
  • Up to date knowledge of IFRS and SORP requirements as well as accounting and process best practice
  • Experience of providing commercial financial advice on procurement projects
  • Ability to analyse and interpret complex financial data and present to non-financial managers
  • Ability to work under own initiative
  • Good political awareness and ability to be comfortable working within a Member and senior officer environment
  • Keeping up to date with latest developments in service contractual arrangements and options
  • Excellent financial modelling skills
