Evodia is looking to source for its Government Client an Internal Controls Manager with the appropriate exceptional finance professional experience, skills and personal qualities to work in the Financial Reporting & Control function.

Please note the role has been assessed as inside the scope of IR35.

    The majority of the Department's £14 billion budget is spent through our partner organisations and subsidiaries.
    This is an exciting time to join the BEIS Finance and Portfolio Directorate. The new Department and Directorate are taking shape and finance is at the heart of decision-making in a number of Government priority areas.
    The BEIS Financial Reporting & Control function are looking for an exceptional finance professional with the necessary experience, skills and personal qualities for a Senior Executive Officer (SEO) Internal Control Manager role within the Internal Control team. This is an important role within the finance function requiring the ability to gain credibility, provide assurance advice, and is an excellent opportunity to play an important and active part in the strategic direction of BEIS.     The post holder will partner and collaborate with a range of stakeholders, acting as the face of financial control, helping to implement internal audit recommendations, to ensure the Department's financial records are free from errors.
    The Financial Reporting & Control function has 30 staff, and recently completed the first BEIS annual report and accounts. There has been significant change, with the transition arising from the Machinery of Government change which created BEIS. Further transformation will occur to ensure better practice.

    Key Responsibilities will include:

    • Build understanding of the internal controls that should operate across the department;
    • Operate the internal controls assigned to the Financial Controller;
    • Perform the control checks that operate between BEIS and its Shared Services provider;
    • Prepare papers for the Audit & Risk Assurance Committee (ARAC);
    • Track the implementation of recommendations by the Internal Audit function;
    • Gain assurance on a quarterly basis that internal controls are being operated effectively;
    • Provide advice and guidance on internal controls and assurance to a variety of stakeholders around the Department;
    • Engage with the Internal Auditors, the Government Internal Audit Agency (GIAA), to ensure that the audit process runs smoothly;
    • Manage the delivery of any GIAA audits within the finance function to the agreed audit timetable ensuring that key milestones within it are met.

    Essential Skills and Experience:

    • Fully qualified accountant (ACCA, ACA, CIPFA or CIMA);
    • Significant experience of auditing or managing internal controls;
    • Strong systems process skills;
    • Strong internal control and compliance skills;
    • Proficient Excel skills;
    • Excellent presentation skills.
    • Operation of controls and assurance in a Central Government/public sector environment;
