Project Objectives:

Ensure whether technical products and deliverables will allow client to implement a solution that can satisfy the defined requirements and solve the right problems.

Assess technical processes, products, and deliverables; report on findings; and recommend corrective actions based on industry best practices.

Assess timely phase completion and effective management of technical aspects of project scope, schedule, cost, risk, quality, and performance.
-
Assess adherence to technical standards, practices, and conventions. Make recommendations for changes.

Identify and quantify technical risks and issues; and develop and provide recommendations based on industry best practices and the California Department of Technology's (CDT) California Project Management Methodology (CA-PMM) to reduce and/or eliminate the risks and issues.
Required Experience:
-
Strong knowledge in IT V&V assignments.
-
Minimum of seven (7) years' of experience aligning IT systems with organizational business processes. At least four (4) years of that experience must have been in a lead capacity.

Minimum two (2) years' experience performing business requirements gathering, definition and analysis
-
Minimum two (2) years' experience developing and documenting Project artifacts, including conceptualization and modelling data in various ways depending on the situation or need
-
Minimum two (2) years' experience communicating with SMEs to obtain and comprehend information and requirements. Additionally, must be able to analyze business requirements and formulate strategies

Minimum three (3) years' experience in data architecture, as it pertains to business requirements used in application systems
-
Minimum two (2) years leading collaboration with other data, business, and application architects/analysts in data modelling brainstorming sessions
Desirable Qualifications

Experience in application and/or database development
-
Experience in correctional rehabilitative program setting, preferably targeted to recidivism reduction and/or evidenced-based concepts
-
Experience monitoring modifications to a COTS package
-
Experience with developing business, application, data, and technology architecture artifacts that fit within the State project and/or procurement documentation

Experience with State processes and documentation, including Stage 1 Business Analysis, FSRs, RFIs, RFOs and defending projects for placement within an IT Capital Plan
-
Experience with technology initiatives focused on offender rehabilitation

Experience with EA

Ability to communicate effectively at all levels while demonstrating excellent customer service

Ability to be flexible and embrace and leverage change

Ability to work in close partnership with, and under the direction of, management and staff, including other Contractors

Ability to actively facilitate, participate, lead, and coordinate various meetings (eg, information gathering, fact-finding, working, and status reporting) and develop various meeting-related media (eg, minutes, presentations, and general communication)
Education

Bachelor's Degree in an IT-related or Engineering field from an accredited college or university.
