Position: Lead Technical Architect

Client: Foreign, Commonwealth and Development Office

Location: London - up to 3 days per week WFH

Pay rate: Outside IR35

Duration: 6 months

Security Clearance SC is essential, DV is desirable

To lead the technology workstreams underpinning the Resilient Consular Services Programme so that Consular Directorate can move from the As Is architecture to the new Target Operating Model in line with the FCDO's agreed technology strategy and architecture principles. As a senior leader, to oversee the consular architecture function providing technical advice and assurance of key DDaT projects within the programme. To ensure strategic alignment, technical integrity and governance and adherence with Government Digital Service Standards and the Technology Code of Practice.

Key responsibilities:

  • Work with the Senior Programme Manager, project managers and product managers to oversee, advise and direct technology workstreams within the Resilient 24/7 Consular Services Programme to deliver the Target Operating Model supporting the integration of systems, applications and data to create a seamless journey from first contact to case resolution.
  • Provide strategic direction, technology advice and assurance and develop the architecture underpinning the integrated case management, Real Time business intelligence, emergency travel document printing, event driven messaging system and Nextgen Consular Contact Centre projects. Work with the project manager, suppliers and architects supporting bid and procurement activities and development and approval of full business cases through various levels of governance regularly updating the Senior Programme Manager and SCS Programme Sponsor on progress. Design and develop rollout plans working with project managers, suppliers and business change teams.
  • Lead, govern and provide strategic direction to the Consular architecture capability based on Government Digital Service Standards and Technology Code of Practice working with the Technical Manager.
  • Lead the technical assurance of projects against the architecture framework and identify and avert technical issues early and remove supplier dependencies. Contribute to the architecture development and ensure products are supportable, compliant, secure, flexible, scalable, robust, available, usable and safe. Commission, assure, accept and test products against the architecture, design principles and standards. Develop and maintain application architecture principles, standards, blueprints, roadmaps and transitions states that underpin all IT design and delivery.
  • Support the Technical Design Authority and attend service based discussions and represent the Architecture function at the Programme Board ensuring alignment of solutions to architecture, technology and business strategy.
  • Be the go-to person for general architecture and technical advice providing internal consultancy to senior leaders and guidance on the impact to Consular on the recommended business functions and roles as well as day to day support to product, project and portfolio functions.
  • Understand the commercial drivers that will influence a private or third sector organisation, interact confidently and effectively as an intelligent and highly credible client and question and challenge the value being delivered through commercial arrangements motivating improved performance by suppliers.
  • Working with the Product and Delivery Team and the wider business ensure that digital applications are aligned to the architecture strategy.

Knowledge and Skills Required:

  • In-depth IT and enterprise architecture background with experience architecting enterprise scale IT or experience of large-scale IT development and business, data, solution and integration architecture expertise.
