Procurement Manager | Duration - 6 months | Day rate - Circa £400 | Inside of IR35

Harvey Nash's client are currently looking to recruit a Procurement Manager to join their team for an initial duration of 6 months. The client is based in the Motherwell area, and the role will be predominantly home working with occasional travel to Stirling required.

Main Duties:

  • Work closely with client staff who purchase on behalf of the client to design appropriate procurement strategy for purchasing. This will involve ensuring staff have an understanding of what purchasing routes are open to them and what tools they can use to assess sustainability and value for money.
  • Manage the overall performance of the 4 staff within the Procurement Team, ensuring that the team deliver a professional customer focused service that maintains client's compliance with all relevant regulations and legislation, as well as demonstrating best value for money.
  • Monitor and report on client's procurement activities (circa £18m) as required.
  • Support purchasing staff across client to obtain and maintain their skills and competencies to manage their purchasing and contracts.
  • The post will manage the Procurement Pipeline, ensuring the effective engagement of stakeholders including senior managers, contract managers and other support services.
  • To work with key internal managers and external contacts, potential suppliers, other NDPB bodies to develop innovative sourcing strategies for goods and/or services that provide best value and help deliver client's sustainability outcomes.
  • Routinely review and identify improvements to client's sustainable procurement policies, processes and systems to ensure that they reflect best professional practice.
  • Support will ensure that client meets its obligations under the Procurement Reform Act including the formulation and publication of a Procurement Strategy, publication of a Procurement Annual Report and meeting the requirements of Scottish Public Procurement Notes issued by Scottish Government

  • Technical knowledge of sustainable procurement, methods/techniques
  • Analytical/numerical techniques
  • Procurement team management and relationship management with senior staff internally and at external bodies
  • EU/Treasury/Scottish law relating to Public sector expenditure.
  • SG Procurement Policy and other interconnected policies
  • Interpretation of Terms and Conditions for purchasing goods and services.
  • Good understanding of GDPR and DP laws
  • Communication and negotiation skills
  • Chartered Institute of Purchase and Supply membership
  • Written communication - Namely: Contracts and formal letters to suppliers
  • Report writing - Namely: Tender evaluations and internal reports Board and Senior management Reports
  • Level 6 - Diploma desirable
  • Relevant business related degree or equivalent essential
