Minimum Requirement:
* Providing independent analysis on behalf of the Department on technical standards (eg Heat Network Code of Practice, Heat Interface Unit testing, Water Source Heat Pump installation etc.)
* Assessing methodologies for measuring emissions in future building regulations (SAP) with particular regards to heat networks;
* Understanding and integrating planning policy into HNDU guidance;
* Carrying out independent energy modelling, system sizing and route mapping;
* Carrying out shadow appraisals of the Heat Network Investment Project (HNIP) Delivery Partner project assessments;
* Input into certain areas to assist with policy evidence gathering

Description:
To procure 3-4 heat network specialists as contingent labour:
HNDU provides specialist heat network guidance to Local Authorities; however, it also feeds into a number of wider areas both in the heat network sector and within the Department. The type of expertise to deliver this covers a very broad area, for example: technical engineering, financial modelling, commercial negotiation, legal/contractual aspects of project development, planning policy, building regulations, and much more.
Whilst we have a depth of knowledge within the team it is simply not possible to be experts in all areas. Having access to a wider pool of experts that are able to cover specialist areas on a call off basis is essential for the unit to continue having the impact that it has without significantly expanding its headcount. Additionally contingent labour would provide part time ad hoc support to the HNDU team to help manage peaks in workload.
The type of work they would be expected to do would be:
1. Review consultants' reports for local authorities supported by the Heat Networks Delivery Unit, to ensure reports are produced to a good standard and the projects are steered towards the most effective project development path;
2. Attend project meetings and provide verbal challenge to technical consultants relating to network design assumptions;
3. Assist with ad hoc support for specialist input, for example:

We anticipate on average 2 days a week with some periods of intensity (eg full week) and other periods where there is no call off in the week. The work pattern is not constant by nature of the work: essentially reviewing reports as and when they arrive and when there is insufficient HNDU officer time. Working patterns will be by agreement with a month look ahead with contingent labour. When new work arrives then work will be allocated by agreement with individual staff members.
