Resource Manager/Technical Manager/Operations Manager - Engineering/Project Management

Please note that due to the nature of this position, candidates must currently hold, or be eligible to attain an SC level Security Clearance.

Introduction:

I am currently recruiting an experienced Resource Manager to join a specialist defence organisation based near Southampton, Hampshire, for an initial 6 month contract.

The successful candidate will need to have an engineering background, as well as resource management and sales and operational planning experience in a similar role.

In this position you will efficiently and effectively manage the engineering time of 250+ engineers, to ensure that resourcing supply and demand are matched and that utilisation is optimised to ensure business profitability.

About the position:

The role will encompass three main areas of Sales and Operational Planning:

- The short to medium term shaping of the business acquisition to ensure that the business acquisition functions are winning business that can be delivered
- The operational allocation of staff to delivery projects, sales & marketing and bidding activities to maximise utilisation and delivery
- The medium to long term shaping the skills and profile of the in-house engineering staff and the strategic use of contractors, sub-contractors and development partners to meet the future needs of the business

Skills and experience required for the role:

- Experience of working in a headcount/utilisation-based business in an operations management role - Commercial and risk minded with good operational business acumen
- Trusted advisor who provides balanced, pragmatic advice around manpower planning and resource management to the business
- Proactive with a positive, flexible and assertive attitude
- Able to work with tight deadlines in a fast changing environment and a good decision maker
- Strong ability to liaise, influence, challenge effectively and build relationships at all levels
- Effective team player with an ability to develop personal networks through strong interpersonal skills and to gain immediate credibility with senior staff and trust of all staff
- Excellent project management and organisational skills
- Ability to manage complex conflicts between numerous parties
- Good judgement to balance the needs of the individual, the Customer and the business

Responsibilities of the role:

- Develop a deep operational understanding of the business and the implications and consequences of sales and operational planning decisions
- Develop and implement strategies for accommodating overload, underload and the setting up and tearing down (re-deployment) of large teams
- Engage with the Engineering & Technology and Projects (ET&P - Resource Supply) leadership team and gain a deep understanding of the skills and qualities of the ET&P technology centres and individuals
- Engage with the Business Sector Managers/Directors (Resource demand) to both influence which opportunities they pursue and to understand their priorities
- Work closely with the line managers of staff to accommodate career development and line management impact/priorities
- Be prepared to challenge the Business protocols if they are impacting resourcing
- Support the business by delivering manpower and resourcing plans and business cases informed and driven by the Business growth plans and headcount required to support these/Arbitrate between conflicting needs which requires positioning self in a senior position in the escalation tree
- Identify the recruitment needs within the Project areas for contractors and permanent employees and provide the business case for this process
- Identify which external subcontractors and partners the Company will need for specific project needs
- Deliver a company Strategic Resource Plan which will involve modelling the future workload over the next 1-3 years.
