SC CLEARED - Procurement Manager
The role of Procurement Manager is key to successful delivery of a number of Cyber Security related Programmes. It will support and provide guidance on the sourcing and delivery of a complex roadmap of technology and service products to ambitious timescales.
Main Responsibilities;
Ways of Working
- Ensure the appropriate mechanisms are in place to enable control, compliance and consistency of procurement across the portfolio of products and services
- Work with the Technology and Service Directors to monitor the portfolio of technology products and services, ensuring procurement and supplier delivery in line with time and budgetary constraints
- Collate management information and data to provide regular updates to the Head of Finance, Commercial and Procurement
- Audit and monitor adherence to policies, processes and agreements, and take action to address issues as appropriate. Where necessary manage partner relationships to meet service, delivery and efficiency requirements
Commercial
- Oversee the management of selected relationships with suppliers. This includes procuring new services and solutions and monitoring the performance and quality levels provided by suppliers.
Sourcing of Products and Services
- Ability to negotiate complex agreements
- Work to tight deadlines and assess risk to delivery timetable
- Work within the G-Cloud and other Framework procedures and quickly grasp a thorough understanding of how these apply to all sourcing activities
- Prepare and present sourcing decision recommendations for approval and sign off
Planning and Support
- Understand the programme and project plans and objectives and how Procurement will support the plans and objectives
- Act as an escalation point for supplier issues
Reporting
- Undertake a regular review of the progress of products and services by tracking the status of planned deliverables and spend to date versus forecast
- Ensure risks and issues are managed across the portfolio of products and services and reported as appropriate
- Oversee the development of regular programme dashboard KPI reports

- Be able to recognise and understand the commercial tools such as pricing models, open book accounting, supply chain management that commercial experts can deploy to extract value from contracts
- Motivate improved performance by suppliers, challenge any gaps between contractual commitments and actual delivery through joint working with commercial/procurement experts
KEY SKILLS & EXPERIENCE
Essential
- Experience of CCS purchasing on large IT-enabled business change programmes
- Experience of leading, monitoring, mentoring, coaching and supporting teams and individual team members
- Experience of managing tight resource constraints, conflicting priorities and a dynamic programme
- Strong estimation and budget scoping skills
- Ability to develop excellent relationships with a wide range of senior stakeholders and technical experts
- Ability to work under pressure and respond quickly to changing circumstances and tight deadlines
- The role will require Security Clearance (SC).
Desirable
- Experience of significant delivery roles in a Technology environment would be desirable
- An understanding of HMG's security policy framework and industry standard security issues/processes
- Knowledge of Technology products and experience of working within Business and Technology
