Description

Requirement Description
*Assist in programme development, planning & scheduling; tracking, tracing and documenting programme performance against programme goals;
*Develop detailed programmatic information in response to requirements of the BMD Steering Committee; developing reports and presentations to civilian and military authorities.
*Monitor Action Items, Key Performance Indicators and metrics
*Contribute to risk and issue management and develop risk mitigation.
*Contribute to the BMD Programme's Configuration Management and Change Management activities.
*Contribute to the BMD Programme's Quality Management activities.
*Co-ordinate activities of BMD related projects within the NCI Agency.
*Provide briefings and presentations as required.

Skills and Experience
Essential
*A Master of Science (MSc) degree at a nationally recognised/certified University in a relevant discipline, or related discipline and 5 years post-related experience;
*Or a Bachelor of Science (BSc) degree at a nationally recognised/certified University in a relevant discipline, or related discipline and 7 years post related experience;
*Or exceptionally, the lack of a degree may be compensated by a lower academic qualification combined with the demonstration of particular abilities or experience of relevance to this post, or with a military experience in the Air operations;
*Extensive experience (at least eight years) in planning, programming and execution of defence acquisition programmes;
*Knowledge of commercial and international business practices;
*Project management experience including financial management, risk and issue management, quality management, scheduling and configuration/change management;
*Detailed knowledge of standard practices for developing and executing international MOAs/MOUs;
*Detailed knowledge of current NATO planning, programming and execution for systems relevant to the BMD programme;
*Knowledge of current planning, programming and execution systems relevant to the BMD Programme at Ministry of Defence(MOD)/Department of Defence (DoD) level.

Desirable
*Experience in establishing and maintaining configuration control procedures;
*Experience in establishing and maintaining a risk management plan;
*Knowledge of financing mechanisms in international organisations;
*Knowledge of the organisation and responsibilities of NATO;
*Proven ability to communicate effectively orally and in writing with good briefing skills.
*Experience with standard ADP project management methodology such as PRINCE2 and tools such as MS Project, MS Excel;
*Prior experience of working in an international environment comprising both military and civilian elements;
*Prior experience of working in an international environment comprising both military and civilian elements; (please delete if not applicable)
*Knowledge of NATO responsibilities and organization, including ACO and ACT; (please delete if not applicable.)
